Background

Vice President, General Counsel & Secretary Jay L. Kooper, Esq., joined Middlesex Water in March 2014 as Vice President, General Counsel and Secretary. Mr. Kooper has more than 20 years of experience as a public utilities attorney, having represented clients across every public utilities sector – water, wastewater, electric, gas, telephone and cable.

Mr. Kooper is a Past Chair and serves on the Board of Consultors of the New Jersey State Bar Association’s Public Utilities Law Section. Mr. Kooper also serves on the Board of Directors of the National Association of Water Companies and selected non-profit Boards in New Jersey. In 2019, Mr. Kooper was named NJBIZ General Counsel of the Year and was previously recognized as a finalist for the NJBIZ General Counsel of the Year Award and the New York Stock Exchange’s Distinguished General Counsel Award.

Mr. Kooper received his Juris Doctor from George Washington University Law School and his Bachelor of Arts degree in Political Science and History from Emory University.
